WATERFORD MASTER OWNERS’ ASSOCIATION (WMOA)

Every resident is a WMOA member. In November, an annual meeting is held to elect members of the WMOA Board of Directors. The Board comprises a President, Vice President, Treasurer, Secretary, and three other Directors. Directors chair committees for: Architectural Control; Communications and Nominating; Finance; Landscaping; Roads, Lakes and Drains; and Recreational/Social and Security. The Board acts on behalf of the community to manage its affairs. The Board is guided by the Master Declarations and By-Laws of WMOA.

 

The Board meets on the second Thursday of the month in the Sports Club. Residents are encouraged to attend these meetings. Residents wishing to have action taken on a matter or have the Board or one of its Committees look into a matter are required to submit their request, in signed written form, to the Board or Committee for consideration. Telephone calls or in person conversations will not be acted on. Anonymity will be protected.

COMMUNITY INFORMATION

In addition to this document, residents are kept informed through the information TV channel, Channel 14; the web site (WMOA.ORG); and a bimonthly newsletter, The Waterford Watch.

Residents can submit information of general interest to be displayed on Channel 14 or to be included in the newsletter or on the web site. The Board of Directors and the property manager (Argus) submit information on administrative matters. Reporters from each sub-division or street collect and submit articles of interest to be included in the Waterford Watch. The Waterford Watch is delivered to homes. Copies are also available in the Sports Club library, by email (contact the editor) and on the web site.

Please watch Channel 14 regularly and read the newsletter and web site to keep up to date with WMOA happenings.

SECURITY

The Security Committee is responsible for all matters pertaining to the safety and security of WMOA property, its surrounds and the residents using such places or facilities.

 

A. Access Gate Control Practice

 

1. All access gates within the community and sub-divisions are maintained in a down position at all times. This posture is as of May 1999.

 

Residents are required to advise their contractors to obtain gate access codes from the WMOA Office.

 

2. Procedures for Realtor Open Houses

a) Realtor open house activities require the homeowner to admit the Realtor to the home. It is then the responsibility of the Realtor to stay at the home being shown. The homeowner or Realtor should place signs near the appropriate keypads to instruct prospective buyers to use the keypad system to call the home. The Realtor is to record the prospective buyer’s name and then remotely open the gate. If there is no active phone in the home, it is the Realtor’s responsibility to "man" the gate. Under no circumstances is the owner or Realtor to give gate codes to anyone.

 

b) Emergency and governmental personnel (police, fire, rescue, mail, etc.) will be given access code numbers. These numbers will be changed periodically and the authorized personnel given the new codes.

 

c) Independent contractors (landscapers, UPS, newspapers, etc.) will be given access code numbers. These numbers will be changed periodically and the authorized personnel given the new codes.

 

d) All others seeking entry must call a resident for access.

 

3. Gate Control Operations

 

With an impending severe storm or if power is lost and gates are in the down position the gates boards will be unbolted and removed.

 

Property Management is responsible for revising computer directory information used at the entry gate keypads.

 

B. Identification System

 

To facilitate identifying residents and reduce use of our facilities by outsiders the following systems are in use:

 

1. Personal Identification Badges have been instituted. These badges are, in size, 2" x 3". Resident badges indicate a "W" followed by a serial number. Guest badges indicate a "G" followed by a serial number. The serial numbers are recorded, by the office, by resident names.

 

The badges should be worn, at all times, when using any of the facilities. Renters should be given the badges for their use and must be returned to the resident owner after rental term ends.

 

2. Vehicle Identification Decals have been instituted. These decals are, in size, 1.75" x 2.5". The decals indicate a "W’ followed by a serial number. The serial numbers are recorded, by the office, by resident owning the auto. The decals should be affixed to the rear window of autos preferably in the lower left-hand corner.

 

Badges and decals, as well as guest badges are available at the WMOA Office during normal working hours. Replacement badges and decals are available at the WMOA Office.

 

Residents are encouraged to observe if unauthorized people use our facilities. Do not challenge or become confrontational but advise the Property Manager of your concern. After normal office hours, should it be necessary, the local Police (486-2444) can be notified as to someone trespassing on our private property.

 

At time of closing and/or moving from the community the badges must be returned to the WMOA office or given to the new owners.

 

 

 

C. Key Entry

 

Entrance to the Sports Club and pool area is possible through use of the magnetic keys sold to each resident. Residents may obtain these keys from the WMOA office.

 

Renters should be given these keys for their use and must be returned to the resident owner after the rental term ends.

 

At time of closing and/or moving from the community these keys must be returned to the WMOA office or given to the new owners.

 

 

D. Gate Remote or Manual Control

 

Residents’ use of the gates is by either a remote control or an individual numeric code given to the resident.

 

The remote controls will open all gates in Waterford. The numeric code will only open the gate in the community in which the resident resides.

 

Remote controls and codes are for our residents’ use and are not to be given or loaned to outsiders, contractors, etc.

 

At time of closing and/or moving from the community these remotes must be returned to the WMOA office or given to the new owners.

 

E. Control of Security Items

 

The magnetic keys, personal identification badges, and gate remotes are owned by WMOA. Home owners that rent their homes are responsible for these items and should insure our overall security by requiring renters to return these items to the owner at the end of the rental period.

 

Sales of property in Waterford require the return to WMOA of the magnetic keys, personal identification badge(s) and gate remote(s) to the WMOA Office or given to the new owners. New owners should visit the WMOA office and sign/pay for additional keys, personal identification badge(s), vehicle identification decals, and gate remotes.

 

To insure this occurs, WMOA will send a letter to the owners at the time the realty or title company inquires about details required for the closing on the property. At the same time, the sub-division will be advised of the impending sale.

 

 

RECREATIONAL/SOCIAL COMPLEX

The Recreational/Social Complex comprises the: Sports Club, tennis courts, pool area and the external playground areas. Hours of operation are 6:00 AM to 10:00 PM. Exceptions for special events may be made with prior Board approval. The Sports Club doors are locked automatically from 10:00 PM until 6:00 AM.

 

Unauthorized Use of the Recreational/Social Complex Facilities

 

Use by non-residents should be reported to the Office (during business hours). Non-residents will be asked to leave the premises.

 

If an incident occurs after business hours, you should call the police at their non-emergency number 486-2444. Use that number to report trespassing on private property.

 

Security of our homes, residents, common property and facilities is of utmost importance. If an authorized "security committee" member approaches and/or questions you please cooperate and know that maintaining Waterford community prestige and desirability is their mission.

 

Age Limitations

 

Residents and guests under the age of 18 must be accompanied by an adult resident when using the Waterford Recreational/Social Complex.

 

A. Sports Club

 

The Sports Club and its various amenities are open year round. The Sports Club is restricted to use by residents and their house guests. It is thought to be an extension of the residents’ living rooms.

 

Lockers and showers are located in the rest room areas. The lockers are for DAILY use and are not to be used as overnight storage lockers. Lockers that are padlocked will be opened, goods removed and discarded. No material for private use may be stored in the Sports Club including pool, tennis courts and grounds.

 

Residents may not use the facilities for any forms of business, commercial, or outside community/civic events. Requests for special uses of the Sports Club must be presented to the Board for consideration.

 

1. Reservations

 

The private use of any or all of the Sports Club must begin with a request, by the host resident, completed, signed and returned to the WMOA office. The request will be reviewed by a committee appointed by the Board of Directors. Reservations should be made at least one month, but no more than twelve months before the event. This requires a $200.00 deposit.

 

If there is damage to the carpeting, furniture, walls or any part of the Sports Club or other provided items an additional charge will be assessed. If the $200.00 deposit is insufficient to cover the damage and cleaning then the host resident is responsible for the balance, payable on demand.

 

Residents may host a social event honoring immediate family members only (e.g. weddings, birthday parties, etc.) to which non-residents may be invited. Request for exception must be made in writing to, and may be granted only by the Board of Directors.

 

Sub-Associations and Waterford organized groups such as Bridge, Exercise, Canasta, dancing, etc. as approved by the Board of Directors are exempt from the $200.00 deposit.

 

At the time of scheduling an event the "RULES FOR USE OF WATERFORD SPORTS CLUB" will be outlined and explained to the requester by the Office. After use the host resident must complete a "CLEAN-UP CHECK LIST" and return it to the WMOA office when the key is returned. A review of the Sports Club will be completed after each event by WMOA staff and deposits will be returned or retained for collection of any damage.

2. Exercise Room

a. Hours of operations are 6 AM until 10 PM.

b. Resident or guest badges must be worn or displayed on the area provided.

c. Exercisers without badges will be asked to leave.

d. Proper exercise attire including athletic footwear must be worn.

e. Glass containers are not allowed in the exercise area.

f. No equipment is to be removed.

g. Turn off lights, fans and TV before leaving.

h. Anyone using free weights must have a spotter.

 

3. Sauna

Resident or guest badges must be worn or displayed. Sauna users without badges will be asked to leave.

 

B. Pool

 

1. Entrance from the pool area to the Sports Club must be through the Exercise Room door.

2. The pool and spa are open year round. During the warm months, May through mid-November the Symbiont heater is used for spa heating only. During the other months the heater maintains the pool temperature at 84 degrees.

3. When the pool heater is in use the pool cover is used at night. The cover is usually in place between November 15th and April 15th. Swimming is not permitted when the cover is on.

4. If temperature highs for the day are predicted not to exceed 60 degrees the pool will be closed. The pool cover will not be removed if it is raining.

5. The pool area is open from 6:00 AM to dusk. Entrance to the pool area requires the use of the magnetic key.

6. The following rules pertain to use of the pool/spa:

a. Resident or guest badges must be worn. Anyone without a badge will be asked to leave. House guests must be accompanied by a resident or display guest badges.

b. Diapered children are limited to the use of the wading pool.

c. Running or diving is not permitted.

d. Bathers must enter the Sports Club through the exercise room door.

e. Food and glass containers are not permitted in the pool area.

f. Adults are responsible for the behavior of children in their care.

g. Pool users should shower before entering pool.

h. No animals, roller blades, skateboards, etc. are permitted.

 

 

C. Tennis Courts

 

The tennis courts are open year round. Night play, until 10:00 PM, is permitted. The light switches are located in the Sports Club chair/table storage room. The court users are responsible for turning off the lights after play. Rules for scheduling and play are included below and are posted on the bulletin board of the tennis courts.

 

 

1. Entrance from the Tennis Courts to the Sports Club must be through the Exercise Room door.

 

2. The following rules pertain to use of the tennis courts:

a. Resident or guest badges must be worn or displayed in area provided. Players without badges will be asked to leave.

b. Proper tennis attire, including tennis shoes, must be worn.

c. Glass containers are not allowed in the court area.

d. House guests are permitted to play.

e. Guests may play up to four (4) times per month anytime after 11 AM including weekends if accompanied by or playing with a resident.

f. Players are responsible for turning out lights after night play.

g. Players are required to sweep their court and brush the lines (night and day).

h. Registration rules are available at the tennis court bulletin boards.

i. Courts must not be used when "CLOSED" signs are posted. This is particularly necessary when the courts have wet/soft areas.

 

3. Registration guidelines for reserving tennis courts

 

a. The reservation sheet is posted on the tennis bulletin board on or before 7:45 AM the day before scheduled play. No one will receive preferential treatment for court scheduling. At the time the sheet is posted, it must be blank and not have prior reservation times filled in.

b. One resident and his/her guest may reserve only one court for one time period. At the time of play, all players’ names must be listed. Exception: Multiple courts may be reserved for approved tournament play.

c. Scheduling exceptions: for Monday play, the sheet will be posted on Friday. Also, no sheets will be posted for Saturday and Sunday. If activity warrants, sheets will be posted for those days on Friday.

d. Any resident who desires to reserve a court should be present at 7:45 AM, at which time the reservation sheet can be filled out on a first come, first served basis. However, if the number of people wishing to reserve courts exceeds court availability, they should determine by chance how the courts are to be allocated.

e. If a court is not occupied within 15 minutes of the reserved time, the court is considered open for others to play.

f. Doubles or singles play may be scheduled for a maximum of one and one-half hours. Doubles play is encouraged during morning hours of peak usage. Court scheduling is not permitted for individual practice during morning hours of peak usage.

e. During tennis tournaments, a special multi-week scheduling sheet will be posted. It will include weekends and only cover non-peak periods.

 

 

D. Play Area

 

The play area includes a volleyball court, a half-court basketball court, and a children’s play area.

REUSE (EFFLUENT) WATER SYSTEM

If you have any questions, concerns or problems regarding the hookup and/or maintenance of the effluent water lines, please call the City of Venice at 486-2626 or your sub-association.

TRASH COLLECTION

Trash is collected every Wednesday and Saturday except for New Year's Day, The Fourth of July, Thanksgiving Day, and Christmas Day. You must have your trash at curbside by 7:00 a.m. on collection days to ensure pick up. You may place it out the night before collection day after 6:00 p.m. If you do so, ensure that animals won’t strew your trash about.

 

Treat small batteries and empty paint cans as trash. Take other batteries, paint cans and other hazardous waste to the county landfill. Call 486-2626 for details.

 

Trash can be placed in cans or bags. The cans cannot be larger than 32 gallons and neither the cans nor bags can weigh more than 50 pounds.

 

Brush, tree trimmings and like matter must be bundled and tied with string. The bundle may not be larger than four feet (4') in length or two feet (2') in width. Put such bundles out on Wednesdays. The city will also pick up bulk branches twice a year starting in October of each year. Just call them at 486-2626.

CITY OF VENICE RECYCLING PROGRAM

The City of Venice will supply you with two (2) 14-gallon boxes for your recyclables that will be collected every Wednesday. Pick up will be at the curbside of your home. Please sort box contents as follows:

Box #1 Items:

Place newspapers and inserts that came with them loose in bottom of box. Put magazines, junk mail, mixed paper, paper bags, catalogs, envelopes (without windows), telephone books, etc. in a paper bag and place on top of the newspapers. If you don’t have paper bags to use, you can use a plastic bag that is not tied. Place flattened corrugated cardboard, no bigger than two feet by four feet, under or beside Box #1.

Box #2 Items:

(Please rinse containers to remove food debris.)

Steel and tin cans and lids, aluminum cans, aluminum trays and foil, green, brown and clear glass bottles, food and beverage jars and bottles, milk and juice cartons, juice boxes, empty aerosol cans. (Do not break glass to compact.) Plastic bottles with necks (remove caps and flatten to reduce volume). Please do not bag mixed recyclables.

PLACING BOX #2 ON TOP OF BOX #1 FOR COLLECTION CONTROLS PAPERS.

The following Items are trash and NOT recycled:

Styrofoam Drinking Glass Light Bulbs Pizza Boxes

Ceramic Cups/Plates Ovenware Mirrors Plastic Bags

Plastic Utensils Plate Glass Microwave Trays

NOTE: No egg cartons or ANY Styrofoam; however, Publix accepts Styrofoam meat trays & egg cartons. Supermarkets accept plastic bags. The UPS store near the Venice Commons Publix accepts Styrofoam peanuts and larger pieces of Styrofoam (that they convert to peanuts).

If you have any questions concerning the recycle program, please contact the City of Venice recycling division at 486-2422.

 

CABLE SERVICE

Cable service for Waterford residents is provided by Comcast. Your Association dues pay for reception of local broadcast channels. For information about other service, or to report a problem, call 484-0602. If a problem is not resolved in a reasonable amount of time, please report it to the WMOA office.

ANIMAL CONTROL

Venice City Code states that it is unlawful to let pets run free, they must be on a leash. As a courtesy to your neighbors, please remove animal deposits from all property, and properly dispose of it in a sanitary manner.

POST LIGHTS

Photocell post lights are required by the Waterford Master Owners’ Association in an effort to light the community in the evening. They must come on automatically at dusk and go off at dawn. If your post light does not come on at dusk:

a. Check the light bulb to make sure it is not burned out.

b. Check your photocell, it may have gone bad. Photocells may be purchased at your local hardware store.

c. Check with your electrician. There might be a wiring problem.

MAILBOXES

Once installed, your mailbox is your responsibility. Please inspect your mailbox periodically for wear. As your home occasionally needs a coat of paint, so does your mailbox. If your mailbox is in need of repair or you need a replacement box, please contact the WMOA office for the name of our supplier and contact them directly. Occasional spraying with an anti-mildew solution or 50 percent chlorine solution will help keep it looking clean.

ACCESS GATES

New residents of Waterford, after having received a local phone number, should call or visit the WMOA office. The office will have your telephone number programmed into the access gate system at the entrance of your individual community. You will be asked to select a personal five-digit access code. Residents using the access code system, upon arrival at the gate, should key in an asterisk (*) followed by their five-digit code - Example *12345.

 

Windsor Park residents using the Kilruss Drive gate should key in their five-digit code followed by an asterisk (*) - Example 12345*. Use of the access code system at the Kilruss Drive gate is restricted to Lots K-95 through K-201, Valley Drive and Kilruss Drive residents.

 

Visitors can gain access by following the instructions at the access gate. This enables your visitor to call you from the gate for identification purposes. (Note: A beep will sound at 10-second intervals to confirm the call is from the access gate phone and not another source). To lift the gate for your visitor press "9" on your touch-tone phone. (Note: Some portable phones may not open the gate). You have 60 seconds to speak with your visitor before the line automatically disconnects. Remember to give all pertinent information to your visitor before pressing "9" since when you press "9" to allow entry, the line will be disconnected.

 

NOTE: TO ENSURE THE BEST SECURITY POSSIBLE FOR WATERFORD DO NOT GIVE YOUR FIVE-DIGIT CODE TO ANYONE.

 

TRANSMITTERS

You may also obtain a gate transmitter for a fee from the WMOA Office. This transmitter is similar to a garage door opener and will raise all gates throughout Waterford with the push of a button. The price charged for the transmitter is our cost and is subject to change.

 

UNAUTHORIZED FISHERMEN

If you spot nonresidents fishing in your lake during administrative hours, please do not call the WMOA Office. Instead, please call the police non-emergency number to report trespassers on private property.

ALLIGATORS

If an alligator is spotted in your area and is posing a threat to you or a pet, please call the GAME AND FRESH WATER FISH COMMISSION WILDLIFE ALERT (800) 282-8002. They will then start the process to issue a permit in your name for the removal of the alligator. This process takes a period of three to seven business days, so it is imperative that you call immediately. Once a permit has been issued to you, they will notify a licensed trapper to come and set a trap on your property (at the water's edge). The law is very specific on trapping regulations. The Commission will only issue a permit if they consider the alligator to be a nuisance (i.e., posing a threat, people are feeding him and he has lost fear of humans and he is over five (5') feet long).

PARKING

 

No vehicles of any kind may be parked on a Lot except within a garage or driveway. Boats/trailers may only be kept in a garage. Overnight on-street parking is not permitted. No vehicles may be stored in a driveway for more than 30 days. Owners of vehicles, including boats, trucks and recreational vehicles, may obtain a permit from the WMOA office to park in an area to be designated by the WMOA Property Manager for a period not to exceed 72 hours. Vehicles parked in such designated areas are at owner’s risk. Further, double parking, parking directly across the street from another parked vehicle, or parking across a sidewalk is not permitted on any road in Waterford.

GARAGE DOORS

All garage doors should be closed except while a vehicle or other article is being placed in or removed from the garage.

NO SOLICITATION POLICY

Soliciting of any kind on Waterford is strictly forbidden. If you see a solicitor in Waterford, please call the police non-emergency number and report him/her as a trespasser.

ARCHITECTURAL CONTROL COMMITTEE

Please note that ANY improvement to the exterior of your home, any tree removal or major change to your landscaping, requires a permit from the Waterford Master Owners Association Architectural Control Committee (ACC). Please contact the WMOA office for information and/or a permit application.

 

MAINTENANCE

Maintenance, repair and upkeep of each resident's property is essential for Waterford to maintain its aesthetic and economic value. Therefore, all property owners shall maintain their property in accordance with the following guidelines promulgated by WMOA - ACC.

1. Roofs shall be kept in a clean condition.

2. Home exteriors, including walls shall be clean and free of mildew and be repaired and painted as required.

3. Cages shall be clean and in proper repair.

4. Mailboxes and posts shall be cleaned, repaired, repainted and or replaced as necessary.

5. Light posts are to be kept in working condition and repainted or replaced as necessary.

6. Lawns are to be mowed, trimmed, weeded and maintained.

7. Landscaped Areas - flower beds, shrubs and trees are to be trimmed, weeded, mulched and if removed replaced.

8. Tools, and Supplies - are not to be stored outside of the house where they are visible from adjacent properties or streets.

9. Lawn Ornaments - statues, plaques, flags, urns, potted plants, etc., installed prior to

November 1, 1997 shall be kept in proper, pleasing condition. The only lawn ornaments allowed are those that are grandfathered under Section 23A of the Master Declaration and those that have been authorized by the ACC via the variance request procedure. All others should be removed.

10. Unsightly Objects - All unsightly objects, including but not limited to, side pads, air conditioning equipment, pool equipment, garbage cans, pumps, irrigation equipment, gas grills and compressors, shall be constructed or stored in such a fashion as to not be visible from adjacent properties or streets. Such unsightly objects shall be fenced, walled, hedged or otherwise enclosed by a structure or landscaping which must be approved by the Architectural Control Committee as provided in the Master Declaration.

 

New Owners
Any unauthorized statuary, potted plants, and other decorations located around the house must be removed by the new owners. Please check with the Architectural Control Committee to determine what has been authorized by the previous owners. Also, refer to Section 23A of the Master Declaration.

LAKES AND DRAINS

Our lakes system is an integral part of our very effective drainage system. To keep it effective we must take certain actions. By so doing, our systems will remain attractive, safe, acceptable, and effective. They will also meet the City of Venice, Sarasota County, State and Federal Storm Water Runoff Program requirements. WMOA remains responsible for the vegetation and quality of the water within the lakes and the condition of our underground drainage system. The resident requirements are:

1. Do not fertilize or use chemicals near any lake.

2. Prevent all grass clippings from entering any lake either directly or through street storm-water sewers. Do not allow caustic or hazardous materials to enter the lakes or stormwater systems.

3. Edge the lake banks within five (5) feet the water’s edge to a height of no less than six (6) inches. Allow the natural grass/water line to remain functional.

4. Do not remove established vegetation from the lakes.

5. Do not alter the required side and rear lot line swales.

6. Do not locate plantings, or any sort of structure, within side and rear lot easements and especially within swale areas.

7. Do the following if a rain gutter downspout is connected to a drainpipe and run underground to discharge its contents into a lake. Make the pipe enter the water from the bank at the established low water level for that lake. It must extend six feet out and be perpendicular to the bank. It must also be anchored to the lake bottom by a cement collar or cement blocks at the terminating end.

8. Do not attempt to alter any part of the central drainage system.

If you want to alter an existing residential lot drainage pattern or plan, call the WMOA office first and obtain approval before commencing proposed actions.

 

POOL RESURFACING

Resurfacing your pool requires the following:

1. All pool water must be de-chlorinated prior to removal

2. De-chlorinated water sent directly to a lake must have the hose/piping extended at least 8 feet into the lake

3. De-chlorinated water sent to the street must reach the street, not be pumped onto a lawn

Your pool contractor should be made aware of these guidelines. If you have questions call the WMOA office at 484-8879.

HOME
